Speed and location monitoring for handover control in hierarchical cellular radio networks

Abstract
An important issue in hierarchically organized cellular networks is to balance traffic load between micro-cells and upper layer umbrella cells. In this paper we briefly summarize a method to estimate a mobile's position and velocity. Based on the actual speed, a random assignment strategy is presented which limits the number of handovers per mobile and time unit at micro-cell boundaries. The resulting policy is intuitively appealing and simple to implement.
